Government:

 

The government views this topic as a big deal and a problem needed to be fixed but haven’t delt much with it yet. They wait for other people to step up first and see what they can propose, but it isn't their main problem right now. A solution they could do now is raise the fine of littering and pollution and make more jobs for cleaning up dirty water.

Surrounding Countries:

 

The surrounding countries are some what concerned with this problem because they might use certain countries' resources for their own. For example, if China has a big problem with water, it becomes a problem for the bordering countries that uses China's fresh water. Also, if the neighboring countries lose their fresh water due to pollution,  they might ask the neighboring countries for money or for their natural resources.

People involved with the problem:

 

The people that are involved view the the situation as a huge problem. Obviously if the people are the ones experiencing the consequences,  they know it is a huge deal so they will be asking for help from neighboring countries. And the countries are being affected because they are not accessible to clean water. If it becomes a huge problem, they will become dehydrated and maybe eventually die. 

People not involved with the problem:

 

People that are not involved with this problem see it as a big deal and are trying to help with it. They start organizations to help raise money to help clean up polluted water in countries who have pollution problems.
